This interpretation clarifies expectations for existing buildings following the New Construction path with respect to foundation-related durability practices. Where existing foundation elements such as capillary breaks, vapor retarders, drainage systems, and dampproofing are retained, they may be accepted without replacement if there is no visible evidence of moisture intrusion or damage. This approach recognizes the impracticality of replacing foundations in rehabilitation projects while still ensuring that durability and moisture management objectives are met through visual verification.
