The 2020 NGBS includes 802.6.5/11.802.6.5 Commissioning and water use reduction for irrigation systems for new and existing buildings. There are five practices under this section, based on the type of landscape or the type of irrigation system used. Each practice is worth three points. The 2020 NGBS Chapter 8 included a new practice that states that buildings with a pool and/or spa must have a dedicated meter to measure the amount of water used by the pool and/or spa.
There are two issues with this practice as written:
First, while the wording of the practice is unambiguous — it states a pool and spa shall have a dedicated meter (see below) the ICC 700 National Green Building Standard® was printed without the obligatory "M" that designates when specific practices are mandatory. This has created some confusion about what is required for compliance.

A Water Rating Index (WRI) score can be applied toward Water Efficiency compliance under the New Construction (804.1) and Single-Family Certified (1204.4) scoring paths of the 2020 National Green Building Standard® (NGBS). The process and underlying equations for generating a WRI score are detailed in Appendix D of the 2020 NGBS.
